Characters that go upstairs to Mezzanine Floor

How do I design the navigation mesh that the target objects might need to go upstairs such as to the Mezzanine Floor? I understand that it won't be efficient to use a 3D map, do I just plot several waypoints near the end of the stairs? And hardcode the animation of walking upwards? What do you think? Thanks Jack
