SlimDX Direct3d10 strange missing file error

I am a newbie at SlimDX and am trying to modify one of samples. I am quite sure I am doing something very dumb and obvious.

I got the sample to run and decided to make some modifications by making a new .fx file. I copied the file and and changed the name in the code.
It fails with a D3D10_FILE_NOT_FOUND error.

Made sure the file was copied to the output.

Changed the filename in code back to the original fx file and it works.

Changed the original file to not be copied to the output and it fails when run (as it should)

Changed the filename in code back to my new file and set to copy to output and it fails (as it should not)

I'm stumped.
