hi , i was wondering if there was any books on weather for games. want to look into programming an weather system that alters the scene

You'll need to define your requirements quite a lot.

When you say it alters the scene, what exactly do you mean? Do you mean having wind and rain blow particles across the screen that are nothing but eye candy? Or do you mean wind that can blow dust into character's eyes, and rain that causes puddles and makes your grip slippery, clothes become wet and heavy, and mud that encourages things to slip?

Once you know what you want, you'll need to decide if you have the resources for it. Only you know your requirements and resources, you'll need to determine your requirements and determine if you have the resources (time/money) to invest in those systems in addition to your core gameplay systems.
