category ,offset and numeration

I must do an import of data from one format F1 to a format F2.
I have three categories of elements: A / B / C and these apply to both formats.
In the F1 format the elements have defined the offset:
A: offset 0
B: offset 1000000
C: offset 2000000
if an element have an offset of 2000000 +1 is a C(n° 1) ,if have an offset of 2000000 +22(n°22)is a B and so 'way.
The F2 format uses a numbering without duplicates, but the F1 format uses the offset method( 1000000 2000000 3000000) for distinguish the elements, but this was an unhappy choice, which now weighs more and more '.

I would like to manage a numbering method when I import from F2 to F1 so that the format F1 there are no duplicates, but that space is occupied at the minimum possible.
I think it's kind of a problem similar to the allocator in stl (I think, sorry if I say crap).
I thought of using an index of transcoding to switch from one format to another, but that will have a lot of redundant data.
