d2d1.dll seems has not been contained in the DirectX redistributable. Why?

The redist doesn't contain core components like D2D or D3D, those are part of the OS. It only contains optional components like the D3DX helper library, or XInput.

No, they're either installed as part of that version of Windows or they're delivered through Windows Update. In the case of D3D11 or D2D, they come pre-installed with Windows 7 or as part of Service Pack 1 for Vista. There's an article/sample in the SDK that explains how to detect the availability of D3D11/D2D and initiate an install through Windows Update if not present.

Direct2D seems will needs ServicePack 2 on Vista.

SP1 does not have d2d1.dll.
