reselution vs screen size?

when iniilising directx10 ,
you can set the viewport for the screen size.

but in games you can have the same windowed screen size but at differnt reselutions,

were abouts are the differnt settins, for screen size, and screen reselutions

They are one and the same. It's up to you to make sure that the resolution is compatible with the users screen/hardware. You than use the world view and projection matrices, ie your camera to fit your world within the screen.

I'm not mean, I just like to get to the point.
When you create the render-targets that you draw to, you can make them a different resolution than the screen (if you want to).
e.g. you could render to a 800x600 render-target, and then copy the results to a 1024x768 back-buffer.
