Special effects lighting 2d

I am creating a 2d game based on tiles and now I have a great doubt ...
I wanted to create some "special effects" such as lightning and fire, which always appear in 2d games ... However I have no idea how to do this .. I thought of system of particles and GLSL but do not know where to get some tutorial or book to help me ....
I also thought about using moving images, but I believe it is not feasible.

It even seems to be what I wanted, I just have to understand the part of animation now.

It has a book that addresses this particular topic or just around on the internet pages.
