I am wondering if anyone is either doing something like this, know of an existing framework I can use and general input. I'm thinking of a page loading scheme to give almost instantaneous site feedback when a user clicks a link to go to a different web page. Only the site layout markup, CSS documents and a small amount of javascript would be initially sent to the browser. Once onload fires then a series of ajax requests will be sent to load the page content. Thoughts?

The design you are proposing is a crime against the internet and internet-technology in general; if your site is designed in a correct and appropriate manner it should load in a quick and reasonably time even on a relatively slow connection, rendering your proposed design pointless. If your site is not designed in such a way the appropriate course of action is to re-design it so that it is, not to implement some hack to make it seem to load slightly faster.
On a properly designed site, markup, css documents and possibly a small amount of javascript should be the entire document, not something you would consider sending prior to loading the complete design; if this is not the case your design is wrong, or is such an unusual case that standard design methodologies do not apply.

What of the argument to separate structure and content? That's doing it wrong? Markup structures the page therefore it is structure and not content. CSS styles the page and is design and not content. Should the content not live elsewhere apart from these elements? I thought keeping the three concepts of structure, design and content was considered "ideal."
