can you add renderstates to a queue?

I want something so i can select renderstates and texurestages at a click of a button and added to the code instead of hard coding them all the time , so i can see the changes at runtime etc, whats the best way todo this?

You could use the effects framework. Then you can use any shader editing tool to set render-states.
