Strategies for programming 2d animations

Im technically designing a 2d game. Its a simple game, its just about some puzzles and that kind of staff. But additionally to the gameplay, there are some animations on the screen (clouds moving, birds flying), most of the time its always "lienar" animations.

I think many people has implemented such things in game development, are there some proven patterns o aproaches to do so? Thanks!

PS: I'm asking in this forum because I guess this is technology independent, but I'm programming in C#/XNA
