Trying to design a 2 vs 2 top down shooter

I'm trying to design a 2 vs 2 top down shooter and need some ideas on how to do this (I'm a programmer in real life and I'm doing this on the side for fun). Typically you'll notice that all shooters tend to scroll upwards automatically and are made for 1 or 2 players fighting on the same side against the computer.

When you think about it, it'd be pretty difficult to have it scroll automatically when the other player (playing over a network) would also be scrolling towards you. So I suppose it would have to be a more open map sort of game where the fighter plane can move in a variety of directions and can move using thrusters and such.

How can I make it competitive and figure out who is the better dog fighter in this type of scenario?
