What is a game engine supposed to handle

As the title says, what SHOULD a decent engine be capable of doing? let's say, you're a user, what would you expect from it?
though, i'm getting confused by between engines and wrappers, what is the difference? is it only that wrappers are more general-purpose? and would that mean an engine should be dedicated to one genre of games only?
also - would a level editor be considered as part of the engine?

I expect a game engine to handle everything from low-level rendering, animation and audio to physics, AI and maybe even networking.

When using a game engine I should only have to program gameplay or game specific rendering/AI.

Some engine include a level-editor but it isn't totally necessary.
