Setting surface format on android

I want to use a 32 bit RGBA frame buffer format, but be able to fall back to 16 bit frame buffer format if the 32 bit option is not supported on a players Android device. I've been looking on google and the android developers website, but can't quite understand how to accomplish what I want.

Can someone post code or explain how this can be done?
