Application Resolution for different devices

So my problem is that I started to use cocos2d-x(multi-platform game engine for iPhone,Android,Windows) for a 2D game... But my problem now, is how to make my game for different devices ( iPhone, iPad, and other Android phones, I don't even know what resolution Android phones use, they all are different), how to handle different resolutions and aspect ratios(the same goes for window application, for different monitors) ?[/font]
And I whant to start making images for my game, what resolution and aspect ratio should I start with for my images, so then it will be easier to transform them for the needed resolution and aspect ratio ?
