Heightmap Editing

I'm working on terrain for an open world game using a heightmap saved as a .raw. I can make either simple heightmaps or auto generated ones in photoshop however I need to add more customization to it. My question is what is the best way to edit a heightmap to create custom terrain. I have been looking up a way to import/export .raw files into 3ds max and make modifications to it, but so far have been unsuccessful. If you have experience with customizing heightmaps please let me know of ways to go about it.
