Say you decide to make a program or code a library for your own use...or others. What steps/procedures do you usually following before you actually sit down and code it? and does anyone have any book recommendations on such topic

At this point I might take a few minutes to make sure I have what I'm doing properly imagined in my head, working through where the pain points will be and how I want to approach it. Depends on the size and complexity of the stuff of course; and assumes that I'm using my primary language. If there's too much unknowns I'll likely prototype some of it. If it's someone else's idea I'll make sure I have the requirements lined up before getting too far into things. YMMV

Asking some people if they might actually have a use for it is always a good idea. Saved me a ton of work on a few occasions. (Of course, if I'm just doing it for personal entertainment/educational purposes that's irrelevant).
