Multitexture in DX7

Hello, I am developing terrain for my game and when I am texturing it I use multipass rending to do draw a basic terrain tile and then overlay it with a second pass for a transition tile with an alpha channel. What kind of render states would you need to do this...My books and documentation confuse me on this as well as MFC Texture. I think it should be possible, Thanks for any help.
