Kind of new, since it's been two decades since I programmed.

I saw the thread on "writing games, not engines," and I'm not sure if network communication falls within this area. There is essentially TCP/IP libs for every OS, but these are primitive. Is there an TCP/IP or network communication engine I should look into or should I use what is provided with Win32/*nix? Keep in mind, my budget goes to my living expenses, so pretty much anything costing > $100 is out.

Hmmm...looks nice and I like their licensing policy. They allow you to grow your business, if you can do, before they expect you to pay money to them. That's actually beyond fair.

...network communications ...

There is a whole forum dedicated to the topic on the board: Multiplayer and Network Programming.

Please read the forum's FAQ entries.

That forum's FAQ has a list of several libraries (including free cross-platform libraries), and lots of important reading about network programming in games.
