Hello,
I'm looking for a simple binary file format that is up-to-date, and that I can expand my support for over time (that is, start with vertices/normals/texcoords, add rigging support, metadata, etc.). I know MD2 is simple, but outdated.
I'm using C# and OpenTK, if that information is of any use.

Mesh from file?
fbx is the only one that supports animation bones as far as I know. And any format that is text, you can always convert to binary later on.
I think m3g format (JSR-184) is the best for you.
It is well defined and good enough for simple game development (e.g. mobile games).
It includes mesh, bone and skeletal animation, keyframe animation, and whole scene graph.
