How do I stop the tearing effect on the screen DX9

Hi I need to know how do I stop the tearing effect on my screen caused by the monitor refreshing out of sync with the presenting of the backbuffer to the front buffer.
Any help would be very appreciated.
I trust DX9 has some already built in function to make sure when Present(..) is called it synchronizes with the monitors refresh rate.

In your present parameters, set the presentation interval to something other than immediate.

The GPU driver can often choose to override this setting, so if you don't see the difference, set the driver vsync to "application controlled".
