Texturing large objects

I would like to texture an outdoor scenery for racing game like in nfs:pro street, but since best max texture size would be 2048 x 2048 it won't be enough. I am using 3ds max to do this, but i have no clue how to texture such a large space for use in ogl. If you want to get idea what i want to get look at this:

I know i could make hills, foliage stuff etc. separately but what about road or ground? Should I cut it into pieces? that sounds like a lot of trouble and work, is there any faster way to do that?
I will appreciate all help :D Thanks in advance :)
