Normal mapping, draw scene twice or runtime generated normal map?

Now this may be a dumb question but here it is.

I'm trying to achieve the normal map effect + light on a 2d perspective. So far I managed to do it using GLSL.

My question now is, should I draw the scene one using regular images to a Render target, draw it again just using normal map images to another render target and mix it on the Shader
or
should I draw once, grab the image, do some autogenerate normal map codes (saw one on the internet) and then combine the two of them?

What seems better?

I think supplying color texture and normal texture in single render pass makes the most sense.
