Does anyone know why XNA 4 got refactored/written?

I thought it was because of DX 10/11. But I was proved wrong. So any idea why the code breaks away from 3.1 so much?

Shawn Hargreaves wrote on that topic in his blog. He is developer at Microsoft and responsible for graphics in XNA Game Studio 4.0, including API improvements and the new Windows Phone platform.
