If it's a static library:
Right click the project, go to properties, Linker-> Input -> Additional Dependencies.

Then add your .lib to the list.

If it's a dynamic library (.dll) you will need to add in some code to get it to work, so check out this article:

where should i put my .lib file?

You could just try putting it in the main project folder. That's where I have mine. But also if you go to project properties and then Configuration Properties -> VC++ Directories -> Library directories you could set the directory there.
