Is this possible in XNA?

Absolutely. I know there's a few 2d tutorials out there for XNA. Should mostly just require manipulation of Rectangles.

XNA's SpriteBatch would probably be ideal for this, since you're interested in making a flashy GUI effect and the SpriteBatch makes drawing rectangles directly to the screen very easy. And to take a step back, really it's more of a question of the artwork as well as nailing down the code to correctly get the timing/synchronization of the animation, rather than graphics capabilities as the functionality required to do stuff like this would be found in any API you use (whether its OGL or D3D, or a managed API like XNA, or SlimDX, or even the many engines out there built on those technologies).

Although I gotta admit, this is the first I've seen of "I want to duplicate this effect" where the source is the Weather Channel biggrin.png
