in pokemon black and white when you walk away from a house you can slightly start seeing the side of the house and when the trees move to the bottom of the screen they move to where you are looking at them at a birds eye view. can somebody tell me how they accomplish this, im not looking for handouts just to have somebody point me in the right direction.

I concur.

To the OP:
Are you talking about the effect seen in this video of GTA2?

Take note of the building face to the north. IF so, you are thinking about a perspective projection, whereby things further away are closer to the centre of the screen and smaller.
