Game engine for TIM like game

I am planing a TIM (the incredible machine) like game and are looking for a suitable game engine. Does anyone know of a C++ 2D game engine that supports; drag and drop, object snap, widgets, and more.

You need to consider a 2d physics library as well. Box2D and Chipmunk-physics are the most popular. I prefer chipmunk-physics, but either would be fine. (google them to get links)
