3D engines can typically do FPSs, anyway you can consider the ones which are more "FPS-oriented" (like UDK, CryEngine, id Tech and so on).

Afaik there aren't engines which are "fighting-oriented" (i.e. which provide tools specifically designed for fighting games), but every engine should provide the basic functionalities to make a fighting title.

It would be helpful if you would include some more stuff in your question, like if you want them to be free or you have a budget for them for example, on which platforms do you want to deploy your game and so on.

Well, it looks like the best bet for you would be Unity 3D. However, it is free as long as you publish on Mac's app store and not iOS app store. For iOS devices you have to purchase an additional license of $400. There are other libraries too, like UDK for iOS, but even that requires some spending from your side (please read here http://forums.epicgames.com/threads/754572-iOS-Licensing-Fees-How-does-it-work).
