GUI rendering hints

Guys, how GUI rendering is made those days, lets say we have 2 listbox'es, 3 buttones - how is all that rendered.
Back in the old days, you ran through your DisplayLists / or handled manually via glVertexes - but today we're off with fixed functions - and have VBO / IBO objects.

How is this used to render gui, one VBO per control?

one VBO per whole GUI - all rendered offscreen to a texture and then blitted onto main framebuffer? - what would mean, whenever something changes in GUI, a VBO has to be updated.

How do you approach this today?
