Sigh...That's rather irritating. Some of what he says is somewhat true. The Xbox 360 was out before DirectX 10 was finalized, so it doesn't run true DX 10. Having said that, it actually runs a superset of DirectX 9.0 that contains several capabilities from DX 10. XNA is built on top of this DX layer, so if you use XNA you are actually using a wrapper around DX9. All in all though, the guy really sounds like a fan boi and shouldn't be working there.

EDIT: Not a reliable source but XNA uses DirectX so it makes sense
