When considering to make a voxel terrain, I wondered if all the objects outside of the terrain had to be created out of voxels also. Is this true?

No, you can mix normal polygonal meshes with voxels (and usually voxel terrains are converted internally to polygonal meshes for rendering)
Yeup, the voxels are more related to how you keep your terrain stored, as a "solid chunk" of terrain, that lets you create holes and caves in it easily, as opposed to more traditional "heightmap based" approach.
