Sprite Blitting + Game Loops

I've been re-factoring some code, please take a look. I managed to get a project to blit a sprite but the positioning is a little off. From the code I would assume that the sprite should be placed in the center of the screen. It is a 32 x 32 sprite. But its quite a bit of center. I was wondering if this is due to the way I have initialized D3D or the window?

Also, I need an Update and Render function to be called recursively because I have some animation logic that I need to code out. It seems that this code only calls the RenderScene() function once and this will not do for what I have in mind. Do you know where and how I would add this functionality.

Any suggestions about the above two problems are much appreciated.
