how to code something like this transition effect?

first post here.and i'm not good at english.
it's this transition effect,i don't know how to achieve it.
don't know if it displays correctly.if not tell me,i will change for another image link.

it's this something like threshold or something.
in my opinion,it reduces the image color,find edges and expand and combine neighbour block.
just like some contour map style

i think this effect was used a lot in some games and movies transition.like F.E.A.R 2 at the beginning.

is there a terminology for that?

need some idea to code something like this.

Your example to me doesn't seem to be anything other than a blur, which looks a bit different due to the quantizing nature of 256 color GIF.

thank you guys,Chris_F hit me,i think it should be a palette blur,32 or 16 color maybe less
i was wrong with photoshop full color blur result
i will try to use palette color right now
