I wondered is it possible to make "Shimeji-ee" like program in c++ (its in java originally). If yes how do you do it? Single image on desktop or transparent window? Help please.

Sure, though I'm not sure how it's done. Perhaps using the smart desktop stuff in windows, perhaps an overlay. It's on google-code under the BSD license, so you should be able to go look in the code.
