He's making a joke, and at the same time pointing out that games like the ones you mentioned are usually created by large groups of professional developers rather than a single person.

That being said, the things you would need to learn are the same as for creating any other game -- pick a programming language and start learning. If possible, get a university education. For more information on picking a programming language just look for other topics in the forum -- people ask about it very regularly, so there's already plenty of advice available; the recent topic "completely new on game programming" being one example.

There's also a large difference between programming a game like Call of Duty or Battlefield, and having the finished product.

Assets.
I see a lot more than 20 clones there. Need more like 200 clones all in all.
Your name wouldn't be Palpatine, would it? *suspicious*

I'd love to see a one-man development giant, though. That'd be epic Edited by DrMadolite

As Hodgeman said, go to a university at least. If you make a cloning machine let us know though.
On a more serious note, go out and learn a very simple language like Python! Very easy to understand and a great place to start. :)
After you have a good handle on how to program and you think your ready start making a pong clone or a tetris clone. A good place to start anyway. :)
(i'm surprised no one has really said this yet. XD jbadams posted that link for being new to programming so that counts. :P)

Maybe, or maybe not -- we may have just provided some basic advice for someone who doesn't speak english as a first language -- sometimes this type of topic is a genuine question. We've also added at least some minimal informational value should the topic turn up in someone's search in future.

Don't you feel like your own reply doesn't add any value to the topic?
