DirectX 9 frame pointing

Hey guys, I'm loading a mesh from a .x file and I would like to make the characters arm point to the point I want.
But i can't figure out a way to create the matrix I need.
I created a vector(0, -1.0, 0) and multiplied by the boneMatrix so I can get the previusly position and rotation of the arm.
And I also got the new vector I want.
I just need a way to create a matrix that could rotate the first vector and transform it into the second vector.
