Cursor movement to for rotation transform

I have a particle editor for which Im tryinig to create a little control to rotate the particle systems in their local space (not world space). I use circles which can be clicked for the axes and use the delta mouse movement for the angle. But after a few rotations the movement of the mouse needs to be reversed to create positive rotations due to the axes being rotated.

How can I figure out when to negate the delta mouse components as to always rotate in the direction the cursor is moving?

You know where the center of the rotation circle thing is in screen space, so you know if the mouse is above the center point (above in screen space), so you can negate the delta value.

This is just a simple fix.
