OpenGL Clipping occurs when drawing in a window

I'm using OpenGL to do some drawing in a windowed program. When the window is partially obscured when drawing for the first time, it seems to remember the clip area and never draws outside it, even if I move the window afterwards.
This problem only seems to occur in Win7, it worked fine in XP if I remember correctly. Disabling aero doesn't help, either.

Also, everything outside the clipping area is filled with black, even though neither the window background nor the clear color are black.
If it helps, I'm creating the rendering context once and reusing it afterwards. Edited by d07RiV
