Global or local effect handle?

I strongly believe in having 2 separate effect handles for static and blended meshes.
*But* these fx files have common viewproj matrices. If I set 2 viewproj matrices for these 2 sets of .fx files, these could be redundant and sometimes inconsistent and inefficient. It can be avoided, but it could happen, like static mesh A has viewproj matrix A and blended mesh B has viewproj matrix B
Should I put the effect handles on global scope? Now it is what I am thinking about. Am I on the right track?

What API are you using? In DX10+ you would have a PassCB with your viewProj and an ObjectCB for world matrix and a SkinnedCB for bones.
