Finding point on edge of circle in 3-D space

So here is my question - if I have a point in 3-D space and with that a radius and a degree, how do I use this information to find the position vector at the location.

I have a player in 3D space and I just want to find some of the position data around him for a game mechanic.

Here's how I do it in MathGeoLib: [url="https://github.com/juj/MathGeoLib/blob/master/src/Geometry/Circle.cpp#L46"]Circle::GetPoint[/url]. If you have requirements on what direction the angle of 0 degrees corresponds to, you'll have to be more precise how you define the directions BasisU and BasisV in that codepath.
