For commercial consoles (Xbox, PSP) you need to be a registered developer. It's not open like on Windows and Android. iPhone too but anyone can register as long as their application get approved. You won't have difficulties running java on Android, but on the rest it might not be as easy.

Mobile platforms:

1.Android, pretty easy with Java.

2.iPhone(iOS operating system). Not much harder if you ask me, but I don't like Objective-C.

3.BlackBerry. It is less popular than Android or iPhone, I think (or at least less media-driven for some reason), but it's not a hopeless effort.
