Cel-shading (WRT computer graphics) is a way of shading [usually] realtime illumination in 3D (in the same way as gouraud shading - in fact it''s usually implemented as a hack on top of gouraud).

Tetris is a 2D game, I don''t see where your lightsource would be etc.. To make the blocks of tetris look ''cartoony'' you''d just draw the sprites to look like that when you create them (e.g. in Photoshop)
