How to use ID2D1Effect on ID2D1DCRenderTarget

ID2D1DeviceContext interface inherits from ID2D1RenderTarget and has CreateEffect interface, but ID2D1DCRenderTarget has no way to create effect.

This is very inconvenience of D2D.

Is there a way to use effects from ID2D1DCRenderTarget ?
