how to add the light color and the vertex color using fvf

I think you would want to set D3DRS_EMISSIVEMATERIALSOURCE to D3DMCS_COLOR1 and D3DRS_DIFFUSEMATERIALSOURCE to D3DMCS_MATERIAL.
