1: Depends on what you want in your game. At a bare minimum I would say every game needs a programmer. Text based games probably don't need artists, but need writers. Most games need artists (2D illustrators, 3D modellers, animators). Someone to do sound. Someone to test the game (QA). In some cases these roles can all be fulfilled by one very motivated person.

2: You'll often have much more control over the console than you could ever hope to have on the PC. You'll also have different graphics/sound APIs, which are usually a bit more to-the-metal than DirectX/OpenGL on the PC. On a console you'll also have a far more fixed target than on the PC, obviously. Everyone who runs your game is going to be running the same hardware, so you can make specific optimizations/architectural choices that might not be possible on the PC.

EDIT: another thing about console development: the console manufacturer (Nintendo, Microsoft, Sony) will have a strict set of technical requirements that your game must adhere to before being released for that system. Things like what should happen when the memory card gets pulled out, or what should happen when the player brings up the system menu, or how/when network errors should be reported to the user, or what to do about savegame corruption, etc. I imagine nowadays Steam/Origin/Games for Windows Live (uhh, does that still exist?) might also have a similar set of requirements for games, but I haven't worked on a professional PC game so I can't really say.
