Rendering IDirect3DTexture9 in 2D

There isn't really anything inherently 3D in DX, its how you use it. 2D is just a matter of perspective and as such perspective transforms, However, to answer your question, the texture would be used the same way it would in '3D' mode. Draw geometry, with texture applied.

Perhaps the easiest method is using a sprite. You needn't worry about creating geometry, setting tex coords, etc.
