Buffer Texture Confusion

To create storage for a buffer texture you use glTexBuffer, but I would like to know how you would create immutable storage for this. Would you use glBufferStorage with GL_TEXTURE_BUFFER? If so, I am confused as to how that would work.

You can use glTexStorage. Here's a bit of info.

 

There is no such thing as glTexStorageBuffer. What I am looking for is the proper way to create a buffer texture using both direct_state_access and immutable storage.
