Hello I have seen programs that put images across your screen that are animations. How would someone program something like this since there is no windows frame????

Have you ever seen a window without a frame? Have you ever seen a frame with a transparent device context? Put 2 and 2 together...

Do you mean that kind of tiny programs like the cracks from Razor1911? That is so cool. Maybe it references to console programming, I think.
I think you might get some help from the MSDN. Look up the tutorial (Direct Draw tutorial 6) about using overlay surfaces. This seems to be what you are looking for. There''s is an example ("Mosquito" sample) of that in the MSDN, too.
