Windowed/Fullscreen FPS?

I was browsing through some programs that had an FPS counter and I noticed that you get more thant 3 times more frames per second when in fullscreen mode then when in windowed mode. Why is this?

Sometimes you can expect a slight increase in FPS, but 3 times seems an awful lot - can you give an example of such an app?

Sure, the NeHe Shining Knight Tut #4 does on my system. It's the one that loads models.

Specs:
733mhz
256mb ram
45gb hd
16mb TNT2 VANTA AGP

EDIT: In windowed mode I get about 90fps in fullscreen mode I get about 300fps with the first alien model. It almost scales exactly the same with the other models.

EDIT: Check this out.

u know, the fullscreen mode is an exclusive mode,yr app. hold all the video-memory,so the render frame can work.i think the cause perhaps is this.
