You need to use a Quake3 editor like Q3Radiant or Quark to make buildings, convert them using the Q3Convert tool, and place them on the terrain.

Chris, with the above reply are you saying that PRO objects
are not really suitable for use on the terrain.
If so what are the disadvantages?

If you only use PRO objects you can only use cylinders around them for collision.

The alternatives are to use invisible BSP''s that match the PRO object closely, or write your own polygon level collision routines.

Or you could do what I did and write your own collision routines that work with collision boxes defined in 3DSMax.
